What this indicator measures

The indicator measures the percentage of tender specifications in which a reference is made to circular economy requirements.

What is meant by tender here and how do we delineate circular procurement policies, is there a procurement policy at all (and with whom, PA and/or others) on which specifications are based? In short, importance of providing clarity on what exactly is being measured.

How data are collected and managed

The Port Management Body (PMB) has internal access to the necessary data and can therefore measure this indicator independently.

Current limitations

There is no check on whether the circular procurement policy is ambitious enough for the given tender. Is there a circular procurement policy?

The measurement is restricted to the port area, a legally defined territory which is under the management of the Port Authority (PA) or Port Management Body (PMB). For example, the boundaries of the Flemish ports are determined by a decision of the Flemish Government.
