The indicator measures the percentage of tender specifications in which a reference is made to circular economy requirements.
What is meant by tender here and how do we delineate circular procurement policies, is there a procurement policy at all (and with whom, PA and/or others) on which specifications are based? In short, importance of providing clarity on what exactly is being measured.
