For concessionaires whose activities are all circular ones, the calculation is rather straightforward as the whole plot area can be included. However, for plots where circular activities are only a part of the activities taking place, it is suggested to ask the various companies during annual surveys how much area (in % and in hectares) they estimate is allocated to their CE activities.
It is difficult to accurately identify the space of circular activities for plots on which non-circular as well as circular activities take place.
The measurement is restricted to the port area, a legally defined territory which is under the management of the Port Authority (PA) or Port Management Body (PMB). For example, the boundaries of the Flemish ports are determined by a decision of the Flemish Government.
For plots where circular activities are only a part of the activities, it is suggested to ask the different companies during the annual surveys about their estimate of the area (in % or hectares) allocated to circular activities.
